To consider a report of the Chief Executive regarding the proportionality of the County Council and to make any Member appointments or alterations as required to the membership of committees and standing panels of the County Council, to statutory joint committees, to other proportional bodies the County Council is represented on, or to any other bodies which are not subject to proportionality rules.

The Council considered the report of the Chief Executive seeking approval of the proposed Proportionality Table, as set out in the Appendix to the report, following changes to the political composition of the Council.  Approval was also sought of appointments arising from the review of proportionality and some other membership changes as set out in paragraph 3 of the report.  The Leader also proposed some further appointments that had been received subsequent to the publication of the report.

RESOLVED:

a)        That the draft Proportionality Table appended to the report be approved.  The final Table is appended to these Minutes.

b)        That Councillor Andy Tree replace Councillor Rob Mocatta, and that Councillors Louise Parker-Jones and Prad Bains be appointed as the Independent Group Substitute Members on the Audit Committee.

c)      That Councillor Alex Crawford replace Councillor Peter Latham, and that Councillors Jacky Tustain and Kim Taylor be appointed as the Labour Substitute Members on the Pension Fund Panel and Board.

d)      That Councillor Lesley Meenaghan fill the Conservative Group vacancy on the Children and Young People Select Committee created by Councillor Bains becoming an Independent Group Member, and that Councillor Prad Bains replace Councillor Andy Tree as the Independent Group Member on this Committee.

e)      That Councillor Louise Parker-Jones replace Councillor Kim Taylor, and that Councillors Andy Tree and Prad Bains be appointed as the Independent Group Substitute Members on the Economy, Transport and Environment Select Committee.

f)          Children & Families Advisory Panel:

- That Councillor Elaine Still steps down from this Panel and that Arun Mummalenini replace Councillor Still as the Chairman of the Panel.

- That Councillor Adam Jackman be appointed as a full Member of the Panel and Councillor Sarah Pankhurst replace Councillor Jackman as a second Substitute Member for the Conservative Group.

- That Councillor Prad Bains remains on the Panel as an Independent Group Member and that the Conservative seat he vacated not be replaced to reduce the Conservative Group membership on this Panel from seven to six seats.

- That Councillors Andy Tree and Louise Parker-Jones be appointed as the two Independent Group Substitute Members.

g)        That Councillor Prad Bains replace Councillor Louise Parker-Jones on the Education Advisory Panel, and that Councillor Louise Parker-Jones be appointed as the second Substitute Member for the Independent Group.

h)        That Councillor Jacky Tustain replace Councillor Roz Chadd, and that Councillors Alex Crawford and Kim Taylor be appointed as the Labour Group Substitute Members on the Corporate Parenting Board.

i)          That Councillor Chris Donnelly replace Councillor Prad Bains as Vice-Chairman of the Standing Advisory Council for Religious Education (SACRE); that Councillor Pal Hayre be appointed as a full Member, and that Councillor Juliet Henderson replace Councillor Hayre as the second Conservative Substitute Member.

j)          That Councillor Zoe Huggins replace Councillor Elaine Still, and that Councillor Stephen Parker replace Councillor Huggins as the second Conservative Substitute Member on the Policy and Resources Select Committee.

k)         Health and Adult Social Care Select Committee:

-    That Councillor Adam Jackman replace Councillor Rhydian Vaughan and Councillor Nick Adams-King replace Councillor Michael Thierry   as full Committee members

-    That Councillor Jackie Branson replace Councillor Chris Donnelly as the second Conservative Substitute Member

-    That Councillor Kim Taylor to replace Councillor Jacky Tustain on the Health and Adult Social Care Select Committee and that Councillor Tustain becomes the second Labour Substitute Member

l)          That Councillor Barry Dunning replace Councillor Lesley Meenaghan on the River Hamble Harbour Management Committee.

m)       That Councillor Rob Harwood (Southampton City Council) be appointed as the Unitary Council Co-opted Employer Representative, and Councillor Cal Corkery (Portsmouth City Council) be appointed as the Unitary Council Co-opted Substitute Employer Representative on the Hampshire Pension Fund Panel and Board for the municipal year 2021/22.

NB: In accordance with the Appointments Policy for the Hampshire Pension Fund Panel and Board, the respective representatives from Southampton and Portsmouth City Councils rotate between being a main co-opted Member and a co-opted Substitute Member on an annual basis.

n)        That Chris Anders replace Joanna West as the Hampshire Secondary Schools Co-opted Member on the Education Advisory Panel.

o)        That Councillor Rob Stead replace Councillor Professor Barrie Margetts on the Joint Health Overview and Scrutiny Committee, representing Southampton City Council.

p)        That Father John Chandler be appointed as a Co-opted Member to Group A of the Standing Advisory Council for Religious Education (SACRE).

q)        That Councillor Keith Mans be appointed as the County Council’s representative on South-East Strategic Leaders outside body and that Councillor Rob Humby be appointed as the deputy representative.

r)         That the County Council’s representation on the Assembly of European Regions be adjusted to reflect two main members – Councillors Keith Mans and Andrew Joy, and two deputy members – Councillors Steve Forster and Phil North.

s)         That Councillor Michael Thierry to replace Councillor Stephen Philpott on the Audit Committee

t)          That Councillor Karen Hamilton, Test Valley Borough Council to fill the District/Borough Co-opted Member vacancy on the Health and Adult Social Care Select Committee

u)        That Councillor Michael Hope, Rushmoor Borough Council to fill the District/Borough Co-opted vacancy on the Health and Wellbeing Board as a Substitute Member for Councillor Anne Crampton

v)         That Councillor Stephen Philpott to replace Councillor Prad Bains as the County Council’s representative on the Solent Forum
