That the amendments to the Economy, Transport and Environment Department's Scheme of Delegation contained in Appendix 1 are approved.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to prohibit vehicles from driving on that superseded length of C351 Stoneham Lane between its junction with C351 Stoneham Way (Link Road) and a point 173 metres south-west thereof. An exemption will be included for pedal cycles. As the junction with Stoneham Way (Link Road) is to be closed off to motorised vehicles the existing no right and left turns order is no longer required and is therefore to be revoked.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will impose a 30mph speed limit by way of a prescribed system of street lighting on that length of Stoneham Lane/Stoneham Way (Link Road) (existing 40mph) between a point 14 metres south of its junction with Doncaster Drove and a point 254 metres south of its roundabout junction with Chestnut Avenue, an approximate distance of 446 metres.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will introduce new and amend the existing waiting restrictions currently in effect on Stoneham Lane, Stoneham Way (Link Road) and the access road leading to the Stoneham Park housing development as follows: details on document.

1.1 Relocate Romsey Registration Office from Romsey Town Hall to Romsey Library with effect from late summer 2017 (appointments) and mid 2018 (ceremonies).

That unconditional approval be given to the following proposal; the publication of a public notice under Section 19 (1) of the Education and Inspections Act 2006:
To make a prescribed alteration to SAMUEL CODY SPECIALIST SPORTS COLLEGE, Ballantyne Road, Farnborough, GU14 8SS by expanding the age range to 4-16, and the capacity by 50 places with effect from 1 January 2018. Existing onsite community spaces will be converted into teaching accommodation for the primary division.

That approval be given to make a single tender award to the value of £98,100 to the current operator of the Winchester-Petersfield bus service, 67, for a 6 month extension from expiry of the current contract on 2 September 2017 to 2 March 2018, to enable options for a replacement service to be developed, consultation with users to take place and the outcome of the Home to School Transport Review to be known.

That approval be given to exercise the option to extend the tender award to the value of £259,894 (subject to an annual uplift from 5 January 2018) to the current operator of Fareham and Gosport tendered bus services for services 11, 20, 21/21A and 28 for a 12 month extension from expiry of the original four year award period of the current contract on 4 January 2018 to 4 January 2019 as provided as an option in the Executive Member Decision dated 5 November 2013, to enable options for a replacement service to be developed and consultation with users to take place.

That approval be given to make a single tender award to the value of £44,173 (subject to an annual uplift from 8 October 2017) to the current operator of the Andover Cango services, C1, C3, C4, C5 & 5A, C6 and C8 for a 6 month extension from expiry of the current contract on 7 October 2017 to 7 April 2018, to enable options for a replacement service to be developed and consultation with users to take place.

That the proposed transactions between £25,000 and £100,000 for capital values be approved.

That the proposed transactions under £25,000 per annum for rental values and £25,000 for capital values as shown in the schedule, be approved.

To approve the implementation of an experimental Traffic Order under Sections 9 and 10 of the Road Traffic Regulation Act 1984, the effect of which will be to close the Bus Gate on Cutforth Way at Romsey.

1. That the Director approves the details of the Romsey: Abbotswood Local Transport Improvements Phase 3, as set out in this paper.
2. That the Director gives approval to procure, spend and enter into necessary contractual arrangements to implement this scheme, at a total estimated cost of £224,000, to be funded from developer contributions.

1. That the Director approves the details of the Toynbee Road, Eastleigh traffic calming improvements, as set out in this paper.
2. That the Director gives approval to procure, spend and enter into the necessary contractual arrangements to implement this scheme, at a total estimated cost of £140,000 to be funded from developer contributions.
3. That the Director approves this addition to the 2017/18 Capital Programme at a value of £140,000.
