the Road Traffic Regulation Act 1984, the effect of which will be
to impose 30mph speed limit on the following lengths of road at
Ringwood.
(a) Crow Lane from a point 291 metres north of the junction with
Moortown Lane to the eastern junction with Hightown Road, an
approximate distance of 746 metres.
(b) Crow Arch Lane from a point 20 metres south of its junction
with Coniston Road and its junction with Crow Lane, an approximate
distance of 799 metres.
(c) Hightown Road between a point 18 metres north-east of the
eastern spur of Crow Lane and its junction with Hightown Gardens,
an approximate distance of 113 metres north west thereof.
The order will also revoke/part-revoke and re-enact with no change
of substance the provisions contained in a number of existing
orders save for minor amendments to descriptions for clarity and
the addition of the above two limits.

1.1 A recent investigation into the alignment
of Steep Footpath 1 has revealed that the Definitive Map of Public
Rights of Way is in error, and requires modification. A full report
into the history of the path is appended to this decision
record.
1.2 Officers have established that the alignment of the path
currently recorded does not reflect that which was claimed by Steep
Parish Council when the first Definitive Map was compiled in the
1950s.
1.3 In light of this information, and the fact that none of those
consulted have objected to the proposal, the decision has therefore
been made to make a Definitive Map Modification Order to correct
the alignment of the path.

In 2016, Hampshire County Council entered into
an agreement with Ms Victoria May for the dedication of public
bridleway rights on land running between Kingsclere Bridleway 745
and Hannington Bridleway 7132 (shown between A-B on the attached
plan). The newly dedicated route (recorded as Kingsclere BW 505)
resolved a long-standing anomaly, which had arisen through another,
earlier dedication of a bridleway (Hannington BW 501) which had
created public rights on a straighter alignment, thus creating a
disconnect between Kingsclere 745 and Hannington 501 (see
plan).
1.2 The consultation on the proposed dedication made reference to
the fact that, upon completion of the agreement, an extinguishment
order would be made to remove the ‘dead-end’ section of
BW 745, on the grounds that it was not needed for public use. To
date this order has not been made.
1.3 It is now therefore proposed that the originally intended order
is made, to fully resolve the original anomaly. No further
consultation has been carried out, as this was done at the time of
the dedication, and no objection was raised to the proposal to
extinguish at that time.

Cabinet received a report of the Director of Economy Transport and Environment regarding Strategic Transport Infrastructure and Capital Funding Opportunities.
The key points of the report were introduced and the County Council’s success in attracting external funding and working in partnership was noted.
With the agreement of the Chairman, Councillor Burgess addressed the meeting. He introduced himself as one of the elected County Councillors for Gosport and expressed his concern that the Welborne development appeared to be disregarded in section seven of the report. He noted that this would incorporate new housing and an improvement to the motorway junction to the benefit of the wider area. In contrast, the Manydown development was not formally announced as a Garden Town. Councillor Burgess proposed therefore that Cabinet award Welborne priority one status for the Housing Infrastructure Fund (HIF) application.
The Director of Economy, Transport and Environment provided additional context to the application that was being proposed. Recognising the points made by Councillor Burgess and the significance of the Welborne development, he confirmed that for a number of reasons relating to the scale of the development opportunity and its deliverability, Manydown better met the strict HIF application requirements. The Director highlighted further developments in Botley and Hedge End, which could present future opportunities to secure infrastructure funding.
Cabinet were in agreement that infrastructure should be in place to underpin any housing development. It was noted that the South East of England, excluding London, receives a disproportionately low level of government funding compared with other parts of the country. The guidelines in place for the application for HIF funding were acknowledged and on this basis and given the position of each development, it was agreed that Manydown should be ranked first. With reference to disappointment that an inflexible requirement to give priority ranking to the bids wasn’t suited to a large authority area such as Hampshire, where there was more than one large housing proposal contributing to the Government’s housing ambitions, it was also proposed and agreed that Cabinet should write to the Secretary of State requesting that both bids receive consideration.
With an addition to reflect the agreement to write to the Secretary of State, the recommendations in the report were proposed and agreed. The Decision Record is attached.
