Decisions made

1. That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to impose 50mph speed limits (existing de-restricted (70mph)) on the following lengths of the A331 and associated slip roads: please see the Decision Record.
2. The order will also revoke an existing order and re-enact its provisions save for the amendments described above.

1.1 This is a proposal for the dedication of a public footpath in Dummer, between Up Street and Footpath 2. The dedication has been offered by the landowner. The route is currently a permissive footpath.
1.2 The line of the route subject to dedication runs adjacent to the official line of Footpath 2; the southern end of Footpath 2 is currently impassable due to permanent obstruction. This is a long standing anomaly on the Definitive Map and dedicating the new route will enable it to be resolved.
1.3 It is recommended that the dedication be accepted. The dedication can then be followed by a Public Path Order under Section 118 Highways Act 1980 to extinquish the obstructed length of Footpath 2.

1.1 To approve a small reduction in the evening opening hours of five libraries, as listed below:
• Havant Library – Closing at 5.30 p.m. on 4 days per week – no reduction as opening hours will be shifted to bring hours in line with the Meridian Centre.
• Liphook Library – remove late night opening (Friday 5-7 p.m.)
• Leigh Park Library – remove late night opening (Thursday 5-7 p.m.)
• Overton Library – remove late night opening (Thursday 5-7 p.m.)
• Whitchurch Library – remove late night opening (Wednesday 5-7 p.m.)
• Bridgemary Library – remove late night opening (Thursday)

1.1. Westside Community Association was awarded £25,000 Community Buildings Capital Fund on 4 October 2016 towards an extension at the Russell Howard Pavilion.
1.2. The decision is to change the purpose of grant to support a revised capital project in two stages, converting an area into community space in phase one and then refurbishing toilets in phase two, subject to available funds remaining.

That the authority is given by the Countryside Access Group Manager to make an Order to divert part of Smannell Footpath 716 under Section 119 of the Highways Act 1980

That the Countryside Access Group Manager approves the making of an Order under Section 53 of the Wildlife and Countryside Act 1981 to record public footpath and Section 118 of the Highways Act, to extinguish West End Footpath No 15 and record rights via a Definitive Map Modification Order.

1. That the Director approves the details of the BRT Additional Bus Stops, Gosport, as set out in this paper.
2. That the Director gives approval to procure, spend and enter into necessary contractual arrangements to implement this scheme, at a total estimated cost of £95,550, to be funded from BRT profit share scheme.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to reduce the existing speed limits to 40mph on specified lengths of the A3051 Botley Road between Botley, Curbridge and Burridge as follows:
(i) The existing derestricted length between a point 130 metres south-east of its junction with A334 Station Hill/Botley Hill and a point 40 metres north of its junction with the access road to Barn Farm.
(ii) The existing 50mph limit between a point 110 metres south-west of its junction with Ridge Lane and a point 840 metres south-west of that point at the City/Borough Boundary.
The proposed order shall revoke and re-enact the same provisions as contained in The Hampshire (B3051 Botley Road, Curbridge to Burridge) (Restricted Road, 40 and 50 Miles Per Hour Speed Limit) Order 2014 save for the amendments in (i) and (ii) above.

The purpose of this report is to inform the Executive Lead Member for Children’s Services on the outcome of the consultation carried out regarding the Post-16 Transport Policy Statement.

To provide the information required to agree the price of school meals in Hampshire from September 2019

To Approve entry into a new Countryside Stewardship agreement for combined HCC sites (Lymington, River Hamble Country Park and Buckland Rings).

1.1. That additional funding of £8,688.99 is approved for the project to replace the polycarbonate roof at Netley Abbey Infant school

1.2. That a contract is entered into following a tender exercise in accordance with Standing Orders using OJEU compliant frameworks

1.3. That the funding for these schemes is from the School Condition Allocation budget

1.1. That additional funding of £41,302.29 is approved for the project to renew the roof coverings including increasing the insulation at Frogmore Infant school
1.2. That a contract is entered into following a tender exercise in accordance with Standing Orders using OJEU compliant frameworks
1.3. That the funding for these schemes is from the School Condition Allocation budget

That unconditional approval be given to the following proposal; published by Hampshire County Council under Section 19 (1) of the Education and Inspections Act 2006:
To make a prescribed alteration to PROSPECT SCHOOL, Freeley Road, Havant, Hampshire, P09 4AQ (category of schools – Special), by increasing the capacity of the school, with effect from 1 September 2019.
