That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit vehicles proceeding on the eastbound carriageway of A326 Marchwood Bypass from performing a left turn manoeuvre so as to proceed in the northbound
carriageway of A326 Marchwood Bypass leading into Hounsdown Business Park and to impose U-Turn restrictions as follows:
(i) No Person shall cause any vehicle proceeding on the westbound carriageway of A326 Marchwood Bypass to perform a U-turn manoeuvre so as to proceed in the eastbound carriageway of A326 Marchwood Bypass at the junction of the A326 Marchwood Bypass east/west and A326 Marchwood Bypass north/south.
(ii) No Person shall cause any vehicle proceeding on the eastbound carriageway of A326 Marchwood Bypass to perform a U-turn manoeuvre so as to proceed in the westbound carriageway of A326 Marchwood Bypass at the junction of the A326 Marchwood Bypass east/west and
A326 Marchwood Bypass north/south.

To increase the charges for daily parking and annual parking passes, as set out in Tables 1-2, to come into effect on 1 March 2023.
To increase the daily admission prices at Manor Farm and Staunton Farm and remove the large family ticket option, as set out in Table 3, to come into effect on 1 March 2023.
To maintain the current membership prices at Manor Farm and Staunton Farm, subject to review in Spring 2023.
To maintain the daily admission and membership prices at Titchfield Haven NNR at their current level for 2023/24.
To maintain the prices for guided tours and admission to the Royal Victoria Chapel Tower at their current level for 2023/24.
To increase hire rates for the Royal Victoria Chapel for 2023-2024 and 2024-2025, including weddings and event hire, as set out in Table 4, with immediate effect for bookings taken after 1 April 2023.
To introduce a seasonal structure for field hire at Royal Victoria Country Park, as set out in Table 5, with immediate effect for bookings taken after 1 April 2023.
To increase BBQ hire rates at Queen Elizabeth Country Park, River Hamble Country Park and Royal Victoria Country Park, as set out in Table 6, with effect from 1 February 2023.
To move to one hire slot per day for the large BBQ pitches at River Hamble Country Park and Royal Victoria Country Park, with effect from 1 February 2023.
To retain the current BBQ hire rates at Lepe Country Park but move to one slot per day, with effect from 1 February 2023.

That the Director of Economy, Transport and Environment approves minor amendments to the draft Hampshire Flood and Water Catchment Management Plans (FWCMPs) as required by the outcome of the public consultation and adopts the Hampshire FWCMPs in consultation with the
Executive Lead Member for Economy, Transport and Environment.

To consider a report of the Director of Universal Services seeking approval to redistribute funding allocations identified in the Highway Network Recovery Strategy to respond to the exceptionally high level of inflation which will continue to affect core highway maintenance activities and budgets for the 2023/24 financial year.

To consider a report of the Director of Universal Services regarding the proposals for the Economy, Transport and Environment (ETE) Capital programmes for 2023/24, 2024/25 and 2025/26 and to seek approval for their onward submission to Cabinet in February 2023.

To consider a report of the Director of Universal Services regarding a high-level summary of progress and delivery within the capital programme in 2022/23, including the revised capital programme for 2022/23.

To consider a report of the Director of Economy, Transport and Environment regarding a proposal by the County Council to withdraw the current funding provision for the Parish Lengthsman service and then to utilise external funding to enable the service to be delivered for the financial year 2023/24 (via the Hampshire Highways Service Contract), thereby retaining the valuable contribution the service makes to local highways maintenance.
