That the Director approves the recommended delegated decisions set out in Appendix 1.

That the Access Group Manager approves the creation of a Bridleway from the junction of Botley Bridleway 6c and Hedge End Footpath 6c to U521 Shamblehurst Lane South; and a Bridleway from U521 Shamblehurst Lane South to B3442 Tollbar Way, in the parishes of Botley and Hedge End.

That the Access Group Manager gives approval for the proposal to create a bridleway to be incorporated into the highway network under Section 26 of the Highways Act 1980.

Hampshire County Council’s cash balances will be invested in accordance with the approved decision sheet for Hampshire County Council – Cash Investments. This has been prepared with the advice of the County Council’s
Treasury Management adviser, Arlingclose Ltd, and in accordance with the Treasury Management Strategy Statement 2020/21.

1.1. Hampshire County Council has received an offer for the dedication of public footpath rights on land known as ‘Top Field’. The offer has been made by Drew Smith Homes Ltd, which owns the land over which the routes run. The dedications will provide links to and between other footpaths recently recorded through diversion orders made by Winchester City Council (WCC) under Section 257 of the Town and Country Planning Act 1990. The routes to be dedicated, which are shown on the accompanying Location Map, will be dedicated under Section 25 Highways Act 1980, and will be 1.5 metres wide.

1.2. The diversion orders made by WCC realigned public rights that were due to be recorded by Hampshire County Council via a Definitive Map Modification Order (DMMO). Approval for the DMMO was given by the County Council’s Regulatory Committee in October 2019, but the need to realign some of these routes to accommodate proposed development resulted in a diversion order being made by WCC (in its capacity as planning authority) in December 2019. This order was confirmed on 2 March 2020.

1.3. The alignment of the footpaths to be dedicated mirror some of the routes that were approved at the Regulatory Committee meeting of October 2019. Because the landowner was content to accommodate these routes through the development site there was no need for them to be included in WCC’s diversion order, and the landowner has agreed to dedicate these routes voluntarily. The routes will therefore no longer need to be recorded via a DMMO (two other routes that sit outside the boundary of the development site will still need to be recorded by a DMMO in due course).

1.4. Since the dedications compliment the WCC orders by linking the diverted routes, and given the need to expedite the dedications so the completed network can be recorded on the definitive map as soon as possible, no fresh consultation has taken place. However, the proposals for the realignment of the claimed routes on the site were consulted upon by the landowner and WCC late in 2019 prior to the making of the s257 order, and no objections were submitted in respect of these proposals at the time.

This is a proposal for the dedication of public footpath rights in Kilmeston, under Section 25 Highway Act 1980. The new route will run south-east of the definitive line of Kilmeston Footpath 1. It is also proposed that authority is given for an extinguishment order to be made under section 118 of the Highways Act 1980 for that part of the definitive line of Footpath 1 that will no longer needed for public use as a result of the dedication. Both the dedication route and the proposed extinguishment are shown on the accompanying plan.

Hampshire County Council proposes to enter into a creation agreement with the Secretary of State for Defence under Common Law to record public bridleway rights between the junction of South Wonston Restricted Byways 703 and 730 and Headbourne Worthy Restricted Byway 10 (as shown on the attached map). The route is already on the ground and in use. It is also proposed that South Wonston Footpath 702 is extinguished under the provisions of Section 118 of the Highways Act 1980, as the route will no longer be needed for public use as a consequence of the above-mentioned bridleway creation.

• This is an application made by two members of the public in 2018 to record bridleway rights from Springwell Lane, Hartfordbridge, northwards across a ford to Hulfords Lane, then northwards through Warren Heath to Church Road, Eversley. Section A-B is recorded on the List of Streets as a publicly maintainable highway but is not recorded on the definitive map. Section B-H is recorded on the definitive map as a public footpath.
• The application is supported by user evidence that the applicant believes demonstrates that a public footpath should be recorded on the basis of long-term use of the claimed route, and a number of documents which the applicant believes demonstrates that part of the route has historically been used as a bridleway.
• Having considered the user evidence, the historic evidence submitted, and having undertaken additional research of historic documentary evidence, it is considered that there are sufficient grounds to record restricted byway rights between points A and B on the attached plan, at a width varying between 2.3 and 19 metres. It is considered that there are insufficient grounds to record higher rights between points B and H.

This is an application made by a member of the public in 2016 to record a footpath in the parish of Worldham. The application is supported by user evidence that the applicant believes demonstrates that a public footpath should be recorded on the basis of long-term use of the claimed route. Having considered the evidence submitted with the application, and undertaken additional research of historic documentary evidence, it is considered that there are sufficient grounds to record a footpath along the route.

1.1 Hampshire County Council has received an offer for the dedication of public bridleway rights between Kings Worthy Bridleway 501 and Springvale Road (as shown between Points A and D on the Location Map). The rights will be dedicated by multiple landowners - Hampshire County Council (owns section A-B), the owner of Woodhams Farm, Network Rail and Laney Properties Ltd (own sections between B-D). As a result of their connection to the existing rights of way network, the dedications will provide a continuous bridleway link between Kings Worthy and South Wonston. The width of the dedicated route will 3 metres throughout.
1.2. The route running between A-B runs over land owned and managed by the County Council, part of which is recorded as public footpath (which was dedicated by the County Council in 2002). The land is currently managed as a Countryside Service site
1.3. The route between Points B-D has at some point in the past been surfaced with tarmac for the purposes of facilitating private vehicular access to businesses at Woodhams Farm. Consequently, dedications for this section of the route will be formalised by agreements under common law to ensure that the County Council does not assume responsibility for the maintenance of this part of the route. Given the standard to which it has been maintained for private purposes to date, it is not envisaged that this have a detrimental impact on the public. The County Council will naturally retain maintenance responsibility for the section of the route running between A-B, over land within its ownership.
1.4. The proposal has met with no objection during consultation (see Appendix 1).

1. That the Director approves the details of the Crookham Park to Gally Hill Road Cycle Route, as set out in this paper.
2. That the Director gives approval to procure, spend and enter into necessary contractual arrangements in consultation with the Head of Legal Services to implement this scheme, at a total estimated cost of £140,000 to be funded from Developer Contributions.
3. That the Director gives approval to progress and secure any necessary consents, permissions, legal agreements, deeds of dedication, rights or easements or statutory procedures necessary to implement this scheme.

That a traffic order be implemented in accordance with the relevant sections of the Road Traffic Regulation Act 1984, the effects of which will be to revoke the 26 tonnes weight limit imposed in 2016 following the recent replacement of the bridge.

Approval is sought from the Executive Member of Public Health for a grant of £12,000 to the Community Rehabilitation Company to fund a preventative project on knife crime.

Taking into account relevant information and the feedback gathered through a public consultation, changes to the Home to School Transport (HtST) and Post 16 Transport Policies are recommended. These changes would introduce small elements into the HtST policy that already apply as they are part of published information. Also, the proposed changes would bring both policies into line with our statutory responsibilities.

To seek approval for the publication of public notices for the development of five resourced provision.

The purpose of this report is to seek spend approval to the project proposals at Grange Junior School, Gosport.

That the Director of Culture, Communities and Business Services approves the extension of the appointment under Regulation 72 of the Public Contract Regulations (2015) of the multi-disciplinary planning and design consultant Tibbalds Campbell Reith JV in order to complete their commission in relation to the Manydown site in Basingstoke, in accordance with delegation afforded under Standing Orders.
