Hampshire County Council, in its capacity as Commons Registration Authority (‘CRA’) for Hampshire, has received an application from the owners of Folly Cottage, North Warnborough, under Schedule 2 Paragraph 6 of the Commons Act 2006, for the deregistration of a building and land forming part of their property. The application asserts that, at the time of first registration, part of the common known as Warnborough Green (now recorded on the register as CL 108), was covered by a building, and land falling within the curtilage of that building (see location map for details).

Following a consideration of the application and the evidence provided in its support, and having had regard to all consultation responses, it is considered that the requested amendment should be made to the commons register.

This report outlines proposed changes to Homelessness Support Services that would achieve £1.8m savings whilst maintaining services that provide support for the most vulnerable homeless people who are sleeping rough or at risk of sleeping rough.

That the proposed transactions under £25,000 per annum for rental values and £25,000 for capital values be approved.

The proposed transactions between £100,000 per annum and £250,000 for capital values as shown in the schedule, be approved.

1.1. That an Order to divert part of Alton Footpath 49, made under Section 119 Highways Act is made by Countryside Access Group Manager.

2.1. Authority for the making of an initial order was given through delegated powers on 26th February 2018. However, after the order was made on 5th April 2018, and subsequently advertised, the applicant was not in agreement with alignment of the proposed route shown on the Order plan.
2.2. The proposed route will have a 2.5 metre wide grass track, which is post and rail fenced on one side, hedging on the other.
2.3. The plan attached shows a revised route that has been agreed with the applicant.

To make a prescribed alteration to CALTHORPE PARK SCHOOL, Upper Hitches Lane, Fleet, Hampshire, GU51 5JA (category of schools – community) by enlarging the premises of the schools, with effect from 1 September 2021.

That a traffic order be implemented under the Road Traffic Regulations Act 1984, the effect of which will for a period of 18 months prohibit vehicles making right turn manoeuvres from C6 The Causeway into A33 Basingstoke Road at Heckfield.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to impose a 30mph speed limit on that length of the access road leading to Copse Close (the Brickyards development) between its junction with the A325 Fleet Road and a point approximately 117 metres north-east and north thereof (including the north-eastern spur).

1. That the Director approves the details of the Vicarage Hill in Hartley Wintney scheme, as set out in this paper.
2. That the Director gives approval to procure, spend and enter into necessary contractual arrangements to implement this scheme, at a total estimated cost of £196,000, to be funded from Developer Contributions.
3. That the Director approves a variation to the Capital Programme to reflect the increase in scheme value from £170,000 to £196,000. There are some additional carriageway repair works identified at the design stage.

That the Director approves the project appraisal to implement flood mitigation improvements at Enmill Lane in Pitt, Winchester at an estimated cost of £128,000.
