Two appeals against the refusal of home to school transport, as an exception to policy

1.1. That an Order to divert part of Old Alresford Footpaths 3 & 4, made under Section 119 Highways Act is made by Countryside Access Group Manager.

Both cases were refused.

The purpose of this report is to seek approval to a series of proposed transactions which will ensure efficient and effective us of the County Council's property assets.

It is the policy of the County Council to review its rents for residential accommodation each 1 April. The report will set out the current position in both the public and private rented sectors and propose an increase for April 2018.

That the Director approves the recommended delegated decisions set out in Appendix 1.

This report is to secure Executive Member approval to the business case to support the delivery of an Extracare development.

This report presents the accounts of charities
administered by the County Council for approval by the Executive Member on behalf of the County Council as sole trustee. Under the Charities Act 2011 this satisfies the reporting requirements as the charities’ gross annual income is less than £25,000.

That a Traffic Order be made under the Road Traffic Regulation Act 1984, the effect of which will be to amend the 30mph, and 40mph speed limits in Liss as follows:
(i) Extend the existing 30 mph speed limit on B3006 Farnham Road / Station Road / Hillbrow Road by approximately 1,173 metres, to incorporate the existing 40 mph speed limit on Hillbrow Road between a point 26 metres east of its junction with East Hill Drive and its junction with B2070 London Road.
(ii) Extend the existing 30 mph speed limit on C86 Rake Road (currently de-restricted) by approximately 565 metres, between a point 21 metres east of its junction with Yew Tree Place and a point 102 metres north-east of its junction with Wyld Green Lane.
(iii) Reduce the existing national speed limit on B3006 Farnham Road to 40 mph between its junction with A3 Roundabout (Liphook By-Pass) and a point 291 metres north of its junction with Church Street (existing 30 mph terminals), an approximate distance of 493 metres.
The order will also revoke and re-enact the provisions contained in several existing orders with no change of substance save for the addition of the restrictions described above and the correction of an anomaly. Given that these lengths are now measured differently, descriptions may vary from the originals (e.g. Lengths of 30 mph speed limits (Section 84 of the 1984 RTA) have been split from those lengths which are Restricted Roads by virtue of Street Lighting (Section 81 of the RTA).

That three traffic orders be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to amend three existing traffic orders as follows: - please see Decision Record.

To provide an update on the progress made to secure a sustainable long term management model for the Basingstoke Canal. To seek approval for the business objectives and long term direction for the management of the Basingstoke Canal.

Approval to appoint

Proposal for the introduction of Pay and Play facilities at Calshot Activities Centre.

Proposal for the Future Management of the Countryside Estate of Hampshire County Council.

To seek approval for funding from the Capital Buildings Fund 2017-18

To set out the detail of applications submitted by cultural, recreation and community organisations for major grants in 2018/19.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to introduce no waiting at any time near the new Bellway development on Swanwick Lane, as follows:
(i) North-west side, between its junction with Bridge Road and its junction with access road leading to the Bellway Development, an approximate distance of 68 metres.
(ii) North-west side, between its junction with the access road leading to the Bellway Development and a point approximately 36 metres north-east thereof.
(iii) South-east side, between its junction with Bridge Road and a point approximately 109 metres north-east thereof.

1.1. To remove from the Land Registry the current provision that would entitle the County Council to receive a payment from Locks Heath Free Church should land adjoining the parcels of land previously sold by Hampshire County Council (HCC) to the Church be allocated for housing development.

The report recommends that a compulsory purchase order be made to acquire land for a playing field for Robert Mays School, Odiham.

To make a prescribed alteration to Endeavour Primary School, East Anton Farm Road, Andover, SP11 6RD (category of schools – Community) by expanding the premises of the school to manage the David Kirk site on Dairy Road, with effect from September 2018.
