That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to vary 'The Borough of Test Valley (Various Roads, Romsey) (Parking Places, Prohibition and Restriction of Waiting, Prohibition of Driving and Prohibition of Entry/One Way Street (Controlled Zone) Order 2017' (the 'Principal Order') by replacing plan no. AC126 attached to it with plan no. AC126 - Rev1 attached to the order, this will replace the existing restrictions with those described as follows: please see the Decision Record.

The purpose of this report is to update the Executive Member for Countryside and Rural Affairs on the progress of the Rural Programme (RP). Information on both past and existing commitments is included, with recommendations that maintain current capacity and target shorter-term programme needs and opportunities. Consideration is given to ensure the RP can also provide an effective response to the Hampshire 2050 Commission of Enquiry (CoI) in the ongoing delivery of services to our rural communities.

The purpose of this report is to introduce and seek approval for the Rural Communities Fund (RCF) application from Hursley Community Shop Association Ltd with the reference CG00017279. The application is for contributions to support the internal refit and improvement of the Hursley Village Store and Post Office in Hursley

1.1 That additional funding of £6,541.19 is approved for the project to upgrade the flat roof system.

1.2. That a contract is entered into following a tender exercise in accordance with
Standing Orders using OJEU compliant frameworks.

1.3. That the funding for these schemes is from the School Condition Allocation
Budget.

1.1. That works are undertaken to implement the recommendations of the Fire Safety Review Group (FRSG) alongside a number of building upgrades in the Castle Avenue building, Winchester HQ. The proposed scope of works includes; fire precaution works, LED lighting upgrade to the basement and small scale building improvements. The detailed scope can be found in section 2. These works are to be completed as part of the implementation of the T19 Office Accommodation Savings Strategy.
1.2. The total estimated cost of the project is £222,678 (inclusive of fees). The £15,000 required to install the LED lighting to the basement will be covered by Salix funding. This report seeks approval to allocate £207,678 from the R&M Contingency to fund the fire precaution works and the small scale building upgrades.

That the Countryside Access Group Manager approve the making of an Order under Section 119 Highways Act 1980, to divert part of Warnford Footpath 3 and Footpath 6.

That the Director of Children’s Services, in consultation with the Executive Lead Member for Education approves that: A Public Notice be published to close The Woodlands Education Centre in Havant from 31 August 2019, and to expand provision at The Key Education Centre in Gosport, utilising the Woodlands site in Havant, with effect from 1 September 2019.

That the County Council enters into an Agreement with Mr. C.A.H. Wills to continue the licensed bridleway alongside the A34 and through the subway until 22 May 2039 with a 3 year break clause.

To consider a report of the Director of Economy, Transport and Environment regarding the consultation on the Draft National Flood and Coastal Erosion Risk Management Strategy launched by the Government on 9 May 2019, and setting out the County Council’s broad position in relation to the key issues ahead of submitting a formal written response by 4 July 2019.

To consider the report of the Director of Economy, Transport and Environment seeking approval to procure and spend, to facilitate delivery of a package of cycle network improvements in Fareham.

To consider a report of the Director of Economy, Transport and Environment seeking approval of the updated Project Appraisal (adding additional cycling provision) for the implementation of the Scheme to improve M27 Junction 9 and Parkway South Roundabout, Whiteley, at an estimated cost of £23.128million.

To consider a report of the Director of Economy, Transport and Environment seeking approval for the proposed approach to the Over Wallop traffic management scheme, including traffic calming in Station Road.

To consider a report of the Director of Economy, Transport and Environment regarding a scheme to implement an off–road shared cycle/pedestrian route along Hut Hill, linking Chandlers Ford with Chilworth, to improve facilities for those travelling between the settlements.

1.1 This application was received in 2007 from a solicitor acting on behalf of the landowner; the application was made under Section 53 of the Wildlife and Countryside Act 1981. The application seeks to delete Hyde Footpath 746, alleging that it was incorrectly recorded at the time that the first Definitive Map was drafted.
1.2. It is considered that the evidence submitted in support of the application, and other evidence reviewed during the investigation, indicates that, on the balance of probabilities, the route should not be removed from the Definitive Map. The application is therefore recommended for refusal.
1.3 Although there is insufficient evidence to support deletion of the route as a Definitive Map Modification Order, it may be possible to extinguish the route under the provisions of s118 of the Highways Act (1980), as the route appears to be unused and therefore is not needed by the public.

1.1. That additional funding of £133,030.29 is approved to complete the recladding project at Applemore College
1.2. That a contract is entered into following negotiation in accordance with the Waiver of Standing orders / Single Tender approval agreed by Legal Services
1.3. That the funding for these schemes is from the School Condition Allocation budget

That the proposed transactions be approved on the basis of:

a) Up to £25,000 for lease/rental costs
b) Up to £250,000 for sale or purchase capital cost

That unconditional approval be given to the following proposal; published by Hampshire County Council under Section 19 (1) of the Education and Inspections Act 2006:
To make a prescribed alteration to RIVERSIDE COMMUNITY SPECIAL SCHOOL, Scratchface Lane, Purbrook, Waterlooville, PO7 5QD (category of schools – Special) by increasing the capacity of the school, with effect from 1 September 2019.

That unconditional approval be given to the following proposal; published by Hampshire County Council under Section 19 (1) of the Education and Inspections Act 2006:
To make a prescribed alteration to RACHEL MADOCKS SCHOOL, Eagle Avenue, Cowplain, Waterlooville, PO8 9XP, (category of schools – Special) by increasing the capacity of the school, with effect from 1 September 2019.

1. That the Director approves the details of the Hayling Island Pedestrian and Accessibility Improvements, as set out in this paper.
2. That the Director gives approval to procure, spend and enter into necessary contractual, legal and dedication arrangements to implement this scheme, at a total estimated cost of £196,000, to be funded from developer contributions.

1. That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to impose 50mph speed limits (existing de-restricted (70mph)) on the following lengths of the A331 and associated slip roads: please see the Decision Record.
2. The order will also revoke an existing order and re-enact its provisions save for the amendments described above.
