Following negotiations and the finalisation of the terms and conditions, approval is requested for the department to enter into a contract with Hampshire Hospitals Foundation Trust for the Catering Service for Willow Court Nursing Home, Andover for a 5+3+2 contract period.

To Approve entry into a new Countryside Stewardship agreement for combined HCC sites (Lymington, River Hamble Country Park and Buckland Rings).

1.1. That additional funding of £8,688.99 is approved for the project to replace the polycarbonate roof at Netley Abbey Infant school

1.2. That a contract is entered into following a tender exercise in accordance with Standing Orders using OJEU compliant frameworks

1.3. That the funding for these schemes is from the School Condition Allocation budget

1.1. That additional funding of £41,302.29 is approved for the project to renew the roof coverings including increasing the insulation at Frogmore Infant school
1.2. That a contract is entered into following a tender exercise in accordance with Standing Orders using OJEU compliant frameworks
1.3. That the funding for these schemes is from the School Condition Allocation budget

The Purpose of this report is to seek approval to a revised contribution from the Invest in Hampshire Fund towards the Hampshire Cultural Trusts' project to create a Cultural hub in the Old Grammar School Building Gosport.

The Purpose of this report is to update the Executive Member for Policy and Resources on the progress of the Parish and Town Council Investment Fund and the Rural Communities Fund

That the proposed transaction shown in the schedule be approved.

To recommend the contract with Laser (Public Buying Organisation set up by Kent County Council and incumbent supplier) for the supply of electricity and gas using the new enhanced supply framework for the 2020-2024 period

That the Executive Member for Policy and Resources gives approval to the project proposals for the extension of Jermyn's House

It is recommended that Buildings, Land and Procurement Panel recommends to the Executive Member for Policy and Resources to:
Approve the proposal to carry forward the balance of the landlord repairs and School Condition Allocation budgets 2018/19 that are not expended by year end to 2019/20 to meet the commitments made against these budgets.
Approve the Landlord’s corporate estate repair and maintenance programme for 2019/20 as set out in Appendix E.
Approve the planned schools revenue and Schools Condition Allocation (SCA) programmes for 2019/20 as set out in Appendix F.
Note the progress made to reduce health and safety risks and the maintenance liability in the corporate estate in the context of the available budgets.
Note the progress in addressing the health and safety risks and condition liabilities in the school estate and the continuing maintenance pressures arising from of the system buildings of the 1960s and 1970s.
Note the projected 2018/19 budget outturn position for reactive and planned repairs budgets.

To recommend and seek procurement approval for various County Council contracts

1.1. In accordance with the Executive Member for Policy & Resources Decision of 20 July 2016 (Ref: 7425) and officer Decision Record dated 5th May 2017, that the Assistant Director agrees to the final adjustment to the purchase price for the site.

That the Buildings, Land and Procurement Panel notes the progress of each of the programmes.

That unconditional approval be given to the following proposal; the publication of a public notice under Section 19 (1) of the Education and Inspections Act 2006:
To make a prescribed alteration to RACHEL MADOCKS SCHOOL, Eagle Avenue, Cowplain, Waterlooville, PO8 9XP, (category of schools – Special) by increasing the capacity of the school, with effect from 1 September 2019.

That unconditional approval be given to the following proposal; the publication of a public notice under Section 19 (1) of the Education and Inspections Act 2006:
To make a prescribed alteration to RIVERSIDE COMMUNITY SPECIAL SCHOOL, Scratchface Lane, Purbrook, Waterlooville, PO7 5QD (category of schools – Special) by increasing the capacity of the school, with effect from 1 September 2019.

That the proposed transactions be approved on the basis of:
a) Up to £25,000 for lease/rental costs
b) Up to £250,000 for sale or purchase capital cost

1.1. This is an application, made by a member of the public in 2008, under Section 53 of the Wildlife and Countryside Act 1981. The application seeks to upgrade Fawley Footpath 26 (FP26) to a bridleway.

1.2. It is considered that the evidence reviewed is sufficient for it to be inferred that, on the balance of probabilities, the public has acquired bridleway rights over FP26. It is therefore recommended that an Order be made to record the route as a public bridleway.
