Minutes:

Members provided the following updates:

 

-    Councillor Roger Price had visited Cosham Fire Station to see how it was progressing and was very impressed at the work being done. He had also attended an external reference group (ERG) Fire Inspectorate meeting.

-    Councillor Sally Goodfellow had attended the live fire training event on 5 December as well as a Prince’s Trust event at Redbridge Fire Station. Cllr Goodfellow had visited St Mary’s Fire Station earlier in February on equality, diversion and inclusion (EDI) work that was ongoing and were keen to start a Cadets group. She had also attended EDI training for Members at Service Headquarters.

-     Councillor George Madgwick shared how on behalf of Portsmouth City Council (PCC), he was looking for improvements to the access for the new Cosham Fire Station and would forward a report of PCC onto the Service.

-    Councillor Fran Carpenter had attended the live fire training event as well as the Prince’s Trust event at Redbridge Fire Station.

-     Councillor Derek Mellor had visited Basingstoke Fire Station in December as well as the EDI training at Service Headquarters.

-     Councillor David Drew shared how he had visited the 9/11 memorial in New York and thought it inspiring how art and creativity had been used by those who had suffered. Cllr Drew had also attended the Fire Christmas carol service.

-     Councillor Zoe Huggins had attended the live fire training event and the Fire carol service. She had also met with the Waterlooville and Basingstoke Prince’s Trust cohorts in her Children and Young People champion role.

-     Councillor Hugh Lumby had attended the Gosport Passing Out event on the 6 December and Fire carol service.

-     Councillor Rhydian Vaughan offered to forward on a report regarding the safe storage of lithium batteries to Members in case they were approached regarding storage in their local areas.

 


Meeting: 05/12/2023 - Hampshire and Isle of Wight Fire and Rescue Authority (Item 220)

Minutes:

Members shared the following with the Authority:

·         The Chairman, Councillor Rhydian Vaughan had attended a HMICFRS Chiefs and Chairs meeting on the 1 November

·         Vice-Chairman Councillor Zoe Huggins had attended meetings on the 7 and 30 November in her Children and Young People champion role and was pleased to share that the first Waterlooville cadet cohort was due to start soon. She had also attended a meeting on performance on the 24 November.

·         Councillor Sally Goodfellow had attended the Bishops Waltham Fire Station visit and Remembrance event. She also confirmed that that Botley Fire Station was having an open day on 23 December.

·         Councillor Roger Price had attended a performance review meeting with Councillor Huggins on the 24 November, a meeting on Pensions and also a meeting of the Fareham Safety Committee.

·         Councillor Derek Mellor had attended the visit at Bishops Waltham Fire Station as well as a visit to Whitchurch Fire Station where the new equipment  was demonstrated.

·         Councillor George Madgwick provided an update electronically sharing that he had met with the Director Corporate Services on CO2 reductions and achieving a more green and carbon friendly estate and whilst a lot of work had already been done, some areas like HGV fuel alternatives were yet to be explored.

The Chairman confirmed upcoming events in December that had been sent to Members for their diaries and encouraged attendance if available.


Meeting: 10/10/2023 - Hampshire and Isle of Wight Fire and Rescue Authority (Item 204)

Minutes:

Members of the Authority provided the following updates:

 

·         The Chairman, Councillor Rhydian Vaughan had attended:

o   26 July - Prince’s Trust events on the Isle of Wight and Basingstoke.

o   8 September – The unveiling of a commemorative plaque in honour of firefighters Alan Bannon and James Shears, who died in the line of duty at the Shirley Towers fire in 2010.

o   9 September – Basingstoke Fire Station open day

o   27 September – Fire Commission meeting

·         Vice Chairman Zoe Huggins had welcomed an increase in Prince’s Trust and Cadet programme attendance and welcomed any questions from Members of the Authority on the schools education programme ahead of a meeting on the 18 November.

·         Councillor Roger Price had attended:

o   7 September – Local Government Association (LGA) conference

o   8 September – Prince’s Trust event in Sandown on the Isle of Wight

o   14 September – Scheme Advisory Board (SAB) Pension meeting

o   19 September – SAB Pension conference

o   27 September – Fire Commission meeting

o   6 October – Fire Service Management Committee meeting.

·         Councillor Sally Goodfellow had attended the Southampton Pride event on 6 August and thanked White Watch crew at Shirley Warren for their assistance in filling a pop-up swimming pool at Shirley Warren Primary school. Councillor Goodfellow expressed her disappointment at not being able to attend the commemorative event or the Redbridge Prince’s Trust celebration due to a diary clash. A colleague from Southampton City Council was able to attend the Prince’s Trust event on her behalf.

·         Councillor Karen Lucioni had attended media training at HIWFRS as well as the Prince’s Trust event with Councillor Price on the 8 September. Several of the fire stations on the Isle of Wight had also been visited to see the upgrades that had taken place.

·         Councillor Fran Carpenter thanked HIWFRS firefighters for their assistance at a house fire close to where she lived.

·         Councillor Hugh Lumby thanked officers for organising the Bishops Waltham Fire Station visit as well as the Service at Droxford Fire Station for their quick response to a local incident.

·         Councillor Derek Mellor had attended a Rushmoor Cadets event and informed Members of training coming up for the Standards and Governance Committee on pensions.

·         Councillor George Madgwick provided an update via Councillor Price confirming that he had attended three Fire Station open days over the past few months as well as a ‘999’ day at Port Solent.

Minutes:

Members shared the following updates:

·         The Chairman, Cllr Price and Cllr Lucioni planned to attend the remote LGA Fire Commission meeting on the 9 June;

·         The Chairman and Vice Chairman Cllr Huggins had attended the Fire Diversity and Inclusion Conference on 27 June;

·         Cllr Price had attended a graduation of Jersey Firefighters, organised by 3SFire CIC. Cllr Price also shared his experience of the LGA meeting attended on the 9 June, highlighting that there was currently no investigators specialising in wildfires currently in the UK;

·         Cllr Huggins shared her experience of the Inclusion and Diversity Conference and met with officers on relaunching the importance of diversity.

·         Cllr Drew had attended a local Fire Cadet ceremony;

·         Cllr Mellor had attended several local events including a passing-out parade.

Members provided the following updates:

 

-    Councillor Roger Price had attended a meeting of the Fareham Fire Safety Partnership and confirmed that Community Safety Partnerships (CSP) were being reviewed by central government. It was suggested that a paper return to the Authority on the arrangements around domestic violence and terrorism within the Serious Violence Duty[1], which would be wider reaching than before;

-    Councillor Derek Mellor had attended the Fire Leadership Course, which had generated some useful discussions with other Authorities;

-    Hampshire Police and Crime Commissioner (PCC) Donna Jones confirmed that the CSP review was far reaching and funding had been set aside to the PCC to ensure duties were being met.

 




Meeting: 06/12/2022 - Hampshire and Isle of Wight Fire and Rescue Authority (Item 130)

Minutes:

Members provided the following updates:

 

-    The Chairman and Councillor Tony Bunday had attended the Eastleigh Passing Out parade on the 5 December;

-       Councillor’s Tony Bunday, Cal Corkery and David Harrison had attended  a Leadership and Scrutiny course in Warwick;

-       Councillor Zoe Huggins had attended a school to look at the Fire Safety Programme in her capacity as the Champion for Children and Young People, and would be looking at work around the cadets going forward;

-       Councillor Keith Mans had attended the South East Cadets Association that Hampshire Constabulary were involved in and hoped that Hampshire Fire cadets could participate in the future;

-       Councillor Tony Bunday had spent two hours observing in the control room as part of his champion role in safeguarding and on the 20 October had met with the Area Manager for the Southampton area

-       Councillor Derek Mellor had visited Tadley Fire Station and anticipated attending the upcoming LGPS training. Cllr Mellor was also attending the Basingstoke Passing Out Parade before Christmas;

 

(Following the meeting, Councillor Corkery confirmed that he had continued to liaise with the local Fire Brigade Union about a number of workplace issues, notably their ongoing pay dispute and fight for a fair pay rise for firefighters feeling the impact of the cost of living crisis.)

Members shared the following updates:

-       Councillor Zoe Huggins had attended the Southsea Passing Out Parade and would be attending the Redbridge Passing Out Parade;

-       Councillor Gary Hughes also attended the Southsea Parade and welcomed the diversity of graduates;

-       Councillor Tony Bunday had attended the Hightown Fire Station on the 13 July and sought views on the White Paper as well as attending the Passing Out Parade;

-       Councillor Cal Corkery reflected on the deputation that had been made and welcomed further investigation by the Fire Authority. He also anticipated getting involved in mitigating climate change in his champion role at the Authority.

Minutes:

Councillor Roger Price confirmed that he had attended a Fire Commissioner meeting, which had been very interesting and included a briefing on a recent fire in London.

Councillor Jonathan Glen thanked the Hampshire and Isle of Wight Fire and Rescue Service for their continuing help and support with the roll-out of Covid-19 vaccinations.

Minutes:

Councillor Roger Price had attended the Fire Conference and updated Members on the updated union practices and changes to legislation.

Councillor Sharon Mintoff noted the 11th anniversary of the Shirley Towers fire and also a parade that would normally take place for Vasali that had to be cancelled due to the Covid restrictions.
