The Committee considered a report from the Head of Strategic Planning (item 7 in the minute book) regarding an application for Blue Haze in Ringwood.

The site was one of three landfills remaining in the south of England and it was anticipated that it would run out of capacity by 2026-27, and the amendment and reprofiling would allow more space as well as time for restoration. The Committee was shown drone footage of the site as well as photos and video of the site at ground level. An update report had been published and provided to Committee, which covered minor changes to the report as well as the Conditions.

 

The day-to-day running of the site and end date would remain unchanged.

 

The Committee received a deputation from Simon Mckee and David Bridgwood on behalf of the applicant who summarised the proposals and reasoning behind them and how it was the most sustainable and least intrusive way of assisting the ongoing work. When questioned, the applicant confirmed that the restoration would be a mix of heathland and woodland.

In debate, Members were encouraged by the plans for restoration but it was agreed that the amount of waste going to landfill was stillquite significant and it was crucial that the County continued ongoing work in reducing waste.

RESOLVED

Planning permission was granted subject to the update report, conditions listed in Appendix A and the Section106 obligations (S106) set out in the S106 agreement dated the 30th April 1999 and as varied by the deed of variation dated 4th of November 2020 that includes obligations for :

 

(i)     Lorry routing agreement restricting the use of Harbridge Drove and the B3081 northwards, except for local deliveries;

(ii)    Management Agreement for Nature Conservation and the provision of footpaths/access for public recreation;

(iii)  Section 106 Agreement relating to off-site heathland within Plumley Wood; and

(iv)  Improvements to Bakers Hanging Junction, the realignment of part of the  B3081 and dedication of land as highway.
