Apologies for absence

Apologies for absence were received from Cllr James.

2.

Declarations of interest

All Members who believe they have a Disclosable Pecuniary Interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in Part 3 Paragraph 1.5 of the County Council's Members' Code of Conduct, leave the meeting while the matter is discussed, save for exercising any right to speak in accordance with Paragraph 1.6 of the Code. Furthermore all Members with a Non-Pecuniary interest in a matter being considered at the meeting should consider whether such interest should be declared, and having regard to Part 5, Paragraph 2 of the Code, consider whether it is appropriate to leave the meeting while the matter is discussed, save for exercising any right to speak in accordance with the Code.

Minutes:

Members were mindful that where they believed they had a Disclosable Pecuniary Interest in any matter considered at the meeting they must declare that interest at the time of the relevant debate and, having regard to the circumstances described in Part 3, Paragraph 1.5 of the County Council's Members' Code of Conduct, leave the meeting while the matter was discussed, save for exercising any right to speak in accordance with Paragraph 1.6 of the Code. Furthermore, Members were mindful that where they believed they had a Non-Pecuniary interest in a matter being considered at the meeting they considered whether such interest should be declared, and having regard to Part 5, Paragraph 2 of the Code, considered whether it was appropriate to leave the meeting whilst the matter was discussed, save for exercising any right to speak in accordance with the Code.

 

Cllr Edgar noted that he was a life member of the National Association of Headteachers.

Cllr Westbrook noted that his sister was a teacher in a Hampshire maintained school.

Cllr Stallard noted that she was in receipt of a Teacher’s pension.

The Chairman advised that he had no comments to make other then the fact that this was an important meeting as the Terms of Reference were being discussed.

Update To Education Advisory Panel Terms of Reference pdf icon PDF 77 KB

To receive a report from the Director of Transformation and Governance with a proposed update to the Terms of Reference for the Children and Families Advisory Panel.

 

Minutes:

The Panel received a report of the Director of Transformation and Governance (Item 6 in the Minute Book) regarding a proposed updated Terms of Reference for the Education Advisory Panel. Following a brief discussion the Panel agreed an amended version of the proposed Terms of Reference which included provision for two co-opted members from the Teacher Liaison Panel instead of one.

 

RESOLVED: That the Education Advisory Panel supports the amended proposal to update the Terms of Reference for consideration and approval by the County Council.

Introduction to Education within Hampshire County Council pdf icon PDF 106 KB

To receive a presentation from the Director of Children's Services providing an Introduction to Education within Hampshire County Council.

Minutes:

The Panel received a presentation of the Director of Children’s Services covering an Introduction to Education with Hampshire (Item 7 in the Minute Book).

The presentation explained the role of the Education Advisory Panel, being a non statutory panel of the County Council, and the Education department within Hampshire County Council.

 

The Panel were reminded that al schools are autonomous and self managing but the Local Authority has intervention powers if a maintained school is under performing. However, it was noted that over 90% of schools in Hampshire have been rated as Good or Outstanding at their most recent OFSTED inspection. The Panel were told that schools in Hampshire had a shared vision for a commitment to providing a broad, relevant and exciting curriculum while developing emotional intelligence and social skills. There is also a strong emphasis on good learning habits such as resilience, persistence and creativity and making sure that children have an enjoyable and memorable childhood.

 

In response to questions members heard that;

  • A good OFSTED inspection looks at the progress of all children and is not just about reaching the right standard.
  • Schools aim for the breadth of curriculum rather then just the core subjects.
  • Support at home plays a massive role in a child’s school development.
  • The results are due to Teachers, Headteachers and those who support them.

 

RESOLVED: That the Education Advisory Panel note the role of Children’s Services in relation to Education within Hampshire.

Educational Outcomes for Children and Young People from Disadvantaged Backgrounds or with Special Educational Needs and Disabilities in Hampshire pdf icon PDF 151 KB

The Panel received a report of the Director of Children’s Services (Item 8 in the Minute Book) on educational outcomes for children and young people from disadvantaged backgrounds or with special educational needs and disabilities in Hampshire.

 

The Panel heard that due to the new measurers for the end of KS1, KS2 and KS4 trend analysis is difficult. The new measurers are more rigorous however and related to an age related expectation in subjects.

 

The Panel were told that, historically, Hampshire’s outcomes across Key Stages have been strong for pupils overall with a recent improvement in the Secondary stage and Primary remaining consistently strong. There is some variation however; pupils with English as a second language and those from a service background generally do well and disadvantaged and SEND pupils need further improvement.

 

In response to questions members heard that;

  • The school improvements were being provided by Hampshire’s assessment model, training and School to School moderation.
  • Persistent absence would be defined as one day in two weeks.
  • Part of the reason that teaching and learning is stronger at Primary schools is that there is greater attachment between pupil and teacher at the younger age range.

 

RESOLVED:  That the Education Advisory Panel notes the contents of this report and an update is provided and considered annually.

 

9.

Forward Plan

To consider and approve the Education Advisory Panel’s Forward Plan.

 

Minutes:

The Panel received suggestions from the Director of Children’s Services (Item 9 in the Minute Book) on possible future items for the Panel and made recommendations on topics for future Panel meetings.

 

RESOLVED: That the Education Advisory Panel make recommendations for future items to be presented at the Panel.

 

10.

Minutes of the Previous Meeting - Exempt

To confirm the exempt minutes of the previous meeting.

 

Minutes:

The Exempt Minutes of the meeting of 1 March 2017 were agreed as a correct record and signed by the Chairman with the following update; ‘Bay House Academy Trust’ should have been ‘Gosport and Fareham Academy Trust’.
