The original LTP was agreed and published in 2011 and therefore requires updating to meet current and future challenges. In particular it is intended to support the emerging Hampshire 2050 Vision and the declaration of a Climate Emergency.

The report seeks approval to vary the PFI Project Agreement to facilitate this change in apparatus maintained through the PFI, and to procure and spend £3.2million on replacing 12,000 (approx.) high-power lamps with more energy efficient LEDs.
