Decision:

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to implement various parking and waiting restrictions along Old Lynchford Road which due to anomalous timings with the Return of Functions from the district councils was never implemented. It is proposed to implement these orders as they were originally intended without change.
The details of these five schemes are attached in the appendix hereto.

That the Order be confirmed as an unopposed Order if no objections or representations are received, on the basis that the Council is satisfied that the Order should be confirmed on the balance of probabilities; or, if objections or representations to the Order are received that they be submitted to the Secretary of State with a request that the Order be confirmed, subject to any additional evidence that comes to light as a result of this process.

08/04/2025 - Traffic Order - 40mph Speed Limit River Lane Titchfield ref: 4129    Recommendations Approved

Decision:

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to:
(i) Impose a 40 miles per hour speed limit (formerly National speed limit) on River Lane between its junction with Titchfield Lane /Fontley Road and its junction with Mayles Lane, an approximate distance of 415 metres.
(ii) Funtley Road between its junction with Mayles Lane and its junction with Funtley Hill (an approximate distance of 1,050 metres) will become a restricted road by virtue of a system of streetlighting as per section 82(1)(a) of the Act. This stretch of road will be 30 miles per hour with no requirement for an Order.

That the application for a rail crossing extinguishment order should be accepted and authority given for an order to be made to extinguish that part of Binsted Footpath 55 running between Points J and K on the Location Map, under the provisions of Section 118A of the Highways Act 1980.

That the application for a rail crossing diversion order should be accepted and authority given for an order to be made to divert parts of Binsted Footpaths 38 and
44, as shown running between Points F and G, and A, G and H on the Location Map.

That the diversion routes created between Points A to E and A to F on the location map under Section 119A shall be 2 metres wide, with pedestrian gates at SU 7926
4308 and SU 7922 4308 on either side of the railway line.

That the Order made under Section 119A should require Network Rail to maintain all parts of the footpath created by the order.

That the Orders be confirmed as unopposed if no objections or representations are received, on the basis that the Council is satisfied that the relevant legal tests
are met; and that if objections or representations to the Order are received to either/both Order(s) that it/they be submitted to the Secretary of State on the understanding that Network Rail promotes the Orders at any hearing or inquiry that may be held, with the County Council adopting a neutral stance.

01/04/2025 - Monitoring of Planning Obligations Fee Increase 2025/26 ref: 4124    Recommendations Approved

1. That the planning obligations monitoring fee introduced on 1 October 2020 (and updated 1 July 2023 and 26 April 2024), to support the efficient monitoring and management of planning obligations and developer contribution funds, is increased to £680 per obligation from 1 April 2025.
2. That the planning obligations monitoring fee of £680 per obligation is subject to review after 12 months, to ensure it continues to appropriately fund the monitoring and management of planning obligations.
3. That the monitoring fee is subject to a capped maximum fee corresponding to 20 obligations (i.e. £13,600) per agreement.

Decision:

1. That the Director of Hampshire 2050 agrees to the proposal of Hampshire Cultural Trust (the Trust) in relation to the future of Ashcroft Arts Centre’s assets and Eastleigh Museum collection and other non-museum objects that were loaned or transferred to the Trust in 2014 as outlined in the exempt Decision Report.
2. That the Director of Hampshire 2050, in consultation with the Leader and Executive Member for Hampshire 2050 and Corporate Services approves the freehold disposal of the Ashcroft Arts Centre.
3. The future of Eastleigh Museum will be subject to further review of alternative use for other County Council services. If, following the completion of this review, no further county council use is identified, that the Director of Hampshire 2050, in consultation with the Leader and Executive Member for Hampshire 2050 and Corporate Services approves the freehold disposal of Eastleigh Museum.
