Decisions made

1. That the Director approves the details of the Hiltingbury Infant and Junior School Access Improvements scheme, as set out in this paper.
2. That subject to the Licence for access to carry out the works being granted by Chandlers Ford Parish Council, the Director gives approval to procure, spend and enter into necessary contractual arrangements to implement this scheme, at a total estimated cost of £68k, to be funded from Parish Council Contributions, Developer Contributions, and the Safer Routes to School and Schools Expansion Support Programme.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to introduce a 7.5 tonne weight limit restriction on that length of U322 Chapel Hill between its roundabout junction with U322 Kingsclere Road/U322 Sherborne Road and its roundabout junction with the U322 Alencon Link road/U322 Winterthur Way, an approximate distance of 354.5 metres (including the unnamed 21.5 metre link road leading from Winterthur Way).

1. That the Director approves the details of the Abbey Road/Shakespeare Road Improvements scheme, as set out in this paper.
2. That the Director gives approval to procure, spend and enter into necessary contractual arrangements to implement this scheme at a total estimated cost of £247k, to be funded from Developer Contributions.

Hampshire County Council’s cash balances will be invested in accordance with the approved decision sheet for Hampshire County Council – Cash Investments. This has been prepared with the advice of the County Council’s Treasury Management adviser, Arlingclose Ltd, and in accordance with the Treasury Management Strategy Statement 2018/19.

Hampshire Pension Fund’s cash balances will be invested in accordance with the approved decision sheet for Hampshire Pension Fund – Cash Investments. This has been prepared with the advice of the County Council’s Treasury Management adviser, Arlingclose Ltd, and in accordance with the Annual Investment Strategy 2018/19.

1. That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to extend the current 30mph speed limit (Restricted Road) on Heath House Lane between a point 119 metres east of its junction with Sherwood Avenue (existing 40mph sign) and a point 130 metres north-east of Barnfield Way, the new access road into the Sundays Hill development. Barnfield Way will also be a Restricted Road by virtue of a system of street lighting.
2. The proposed order shall revoke and re-enact the same provisions as contained in The Hampshire (Various Roads, Hedge End)(Variations to Speed Limits) Order 1981 - items Schedule I (ii) and Schedule II (i) only and The Hampshire County Council (Restricted Roads)(No. 8) Order 1962 - item 12 only.

1. That a Traffic Order be implemented under the Road Traffic Regulation Act 1984, the effect of which will be to extend the existing 30mph speed limit on Minchens Lane by approximately 185 metres in a northerly direction in line with the new development in the area, for safety reasons.
2. In addition, the proposed Order shall revoke and re-enact the same provisions as contained in The Hampshire (Various Roads, North of Basingstoke)(Restricted Road, 20, 30, 40 and 50 Miles per Hour Speed Limit) Consolidation Order 2016 save for the amendment in 1. above.

1. That the end of year financial actions for 2017/18 in Appendix 1 for each of the Passenger Transport Grant streams be noted.
2. That the Passenger Transport Grant stream budget allocations for 2018/19 proposed in 8.1 of this report be agreed.

2. That the Director gives approval to procure, spend and enter into necessary contractual arrangements to implement this scheme, at a total estimated cost of £128,000, to be funded from Developer Contribution.
3. That the Director approves this addition to the 2018/19 Capital Programme at a value of £128,000.

That a traffic order be implemented with the consent of Highways England under the Road Traffic Regulation Act 1984, the effects of which will be to impose a 40mph speed limit (existing 50mph) on the following lengths of road and trunk road at Kings Worthy: please see Decision Record. The order will revoke/part revoke existing two orders and consolidate them with no change of substance, save for the amendments described in the Decision Record.

1. That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to extend the existing No Waiting at Any Time on The Shrubbery by a distance of 4.5 metres on the west side and 4 metres on the east side to allow rear access to a new housing development situated between 124 and 128 Brockhurst Road.
2. The proposed order shall revoke and re-enact the same provisions as remain in The Borough of Gosport (Various Roads) (Prohibitions and Revocations)(No.4) Order 1975 save for the addition of the restrictions described in 1. above and, as a result of the way these matters are now measured, descriptions may differ slightly.

That two traffic orders be implemented under the Road Traffic Regulation Act 1984, the effects of which will be impose right and left turn and waiting restrictions at Speedfields Retail Park, Fareham.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to prohibit vehicles from making a right turn manoeuvre from U607 Barncroft Way into B2149 New Road at Havant.

That a traffic calming scheme be implemented under the Road Traffic Regulation Act 1984, the effects of which will be the provision of a single top/road hump in Packenham Road to connect the two sections of footway adjacent to No. 79.

That prior to full Project Appraisal for completion of phase 1 of the Eclipse Busway, the Director of Economy, Transport and Environment gives approval to procure and spend to carry out selective advanced vegetation clearance and enabling works including the diversion of utility services in the vicinity of the Rowner Road bridge at an estimated cost of £210,000 as set out in this paper.

1. That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to extend the existing 30mph speed limit on Mortimers Lane, Fair Oak between the existing location of the 30/60mph signage and a point approximately 174 metres north-eastwards thereof.
2. In addition, the order will amend the descriptions for Maddoxford Lane, Main Road and Colden Common to reflect newly installed street lighting, there will be no change on the road.
3. The proposed order shall revoke and re-enact the same provisions as contained in The Hampshire (Various Roads, Eastleigh and Winchester) (Restricted Road, 30, 40 and 50 Miles Per Hour Speed Limit) Order 2018 save for the amendments in 1. and 2. above.

That the Director approves the details of the Duttons Road, Romsey Puffin Pedestrian Crossing, as set out in this report.
That the Director gives approval to procure, spend and enter into necessary contractual arrangements to implement this scheme, at a total estimated cost of £116, 400, to be funded from Local Transport Plan contributions.

That a Traffic Order be made under the Road Traffic Regulation Act 1984, the effect of which will be to introduce a 30mph speed limit at Ewshot Lane and Humphrey Park in Church Crookham to reflect new development as follows:
A. Restricted Road (30mph Speed Limit by a prescribed system of street lighting)
(i) Humphrey Park (North) for its entire length, including the spur roads leading northward and southward, an approximate distance of 160 metres.
(ii) Humphrey Park (South) for its entire length, including the spur roads leading northward and southward, an approximate distance of 135 metres.
B. 30mph Speed Limit
Ewshot Lane, Church Crookham between its junction with Redfields Lane/Aldershot Road and a point 368 metres south-east of that junction.

That the Director approves the recommended delegated decisions set out in Appendix 1.

That the proposed transactions between £100,000 per annum and £250,000 for capital values as shown in the schedule, be approved.

That the proposed transaction under £25,000 per annum for rental values and £25,000 for capital values be approved.
