That three experimental traffic regulation orders (ETRO) be implemented under sections 9 and 10 of the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit motor vehicles at the sites described in column 1 of the table below during the hours specified – the ETROs will be in effect for a period of 18 months and each will contain specified exemptions:
