2. That the Director of Universal Services gives approval to procure, spend and enter into necessary contractual arrangements, in consultation with the Head of Legal Services, to implement this scheme, at a total estimated cost of £498,000 to be funded from Section 106 Contributions.
3. That the Director of Universal Services and the Head of Legal Services progress orders, notices, statutory procedures and secure and enter into all appropriate agreements, licences, consents, permissions, rights or easements necessary to enable implementation of the scheme.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to revoke a length of 40 miles per hour speed limit on that length of A27 Providence Hill/Oakhill/Bridge Road so as to allow a 30mph speed limit by way of a prescribed system of street lighting between a point 45 metres north-east of its junction with Portsmouth Road and a point 30 metres south-east of the south-eastern kerb line of Old Bridge House Road.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to extend the 40 miles per hour speed limit on A325 Farnborough Road between a point 85 metres north-east of its junction with Cranmore Lane and a point 92
metres south-west of its junction with A323 Fleet Road, an approximate distance of 1,970 metres.
The 40 miles per hour speed limit extension will remove a stretch of 50 miles per hour speed limit on A325 Farnborough Road between a point 60 metres north-east of its junction with Claycart Road and a point 160 metres south-west of its junction with A323 Fleet Road, an approximate distance of 700 metres. The 60 miles per hour speed limit on A325 Farnborough Road will be partly reduced to 40 miles per hour between a point 160 metres south-west of its junction with A323 Fleet Road to a point approximately 68 metres further south-west.

This is an application made by a member of the public in November 2011 under Section 53 of the Wildlife and Countryside Act 1981, to record a footpath in central Farnborough. The application is supported by user evidence which the applicant believes demonstrates that a public right of way should be recorded based on long-term use of the application route.

Having considered the evidence submitted with the application, and undertaken additional research of historic documentary evidence, it is considered that there are insufficient grounds to record a footpath along the application route.

It is also proposed that the authority is given for an extinguishment order under Section 118 of the Highways Act 1980 for that part of Soberton Footpath
18 running through the grounds and barns of Huntbourne Farm.
