Decisions made

1.1. That approval is given to the allocation of £175k from the Policy & Resources repairs and maintenance in year reserve budget to cover the costs of the works required to install interim propping to support the failed glulam beam at Thornden Hall until the permanent repair can be effected by the school and dismantle and demobilise the existing temporary works from the site.

That the proposed transactions between £100,000 per annum and £250,000 for capital values as shown in the Schedule.

That the proposed transactions be approved on the basis of:

a) Up to £25,00 for lease/rental costs
b) Up to £250,000 for sale or purchase capital cost.

That the Director of Environment Transport and Economy and the Director of Culture, Communities and Business Services authorise the Head of Law and Governance and Monitoring Officer to execute and enter into the Grant Funding Agreement for the Botley Bypass/Uplands Infrastructure project under Homes England Housing and Infrastructure Marginal Viability Fund programme, in accordance with delegations afforded to them under the County Council's Constitution.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to introduce no waiting at any time on the unnamed road into the new retirement village at Friary Meadow, Cartwright Drive, Titchfield, Fareham and into the new car park leading off this new road.

That a Traffic Order be made under the Road Traffic Regulation Act 1984, the effect of which will be to impose a 40mph speed limit (existing national speed limit) on the length of A32 Garrison Hill between a point 70 metres north of its junction with Sheep Pond Lane and a point approximately 470 metres north of that point.

The purpose of this report is to request approval of grant funding (for one year from 1 April 2020) to continue to contribute towards the provision of Alcohol Nurse Services to Hampshire residents

The purpose of this report is to recommend funding awards to Culture and Community organisations in Hampshire that have submitted applications to the Recreation and Heritage Community Fund.

1. That confirmation is given for the extension of the Strategic Partner Contract for the provision of Professional Services for the Built Environment, Lot 3 Multi-Disciplinary Highways, Transportation Development and Management Services, in accordance with the contract provisions for an additional Service Period of two years from 23 June 2020.
2. That alternative strategic engineering and infrastructure arrangements and resources are investigated with a view to securing provision prior to demise of the Lot 3 contract.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to impose a no stopping on school markings restriction in Budds Lane and no waiting at any time in the various lengths of road as specified in the schedules below: please see the Decision Record.

1. That the Director approves the details of the CMS1799 Test Lane, Nursling/Southampton, as set out in this paper.
2. That the Director gives approval to procure, spend and enter into necessary contractual arrangements, in consultation with the Head of Legal Services, to implement this scheme, at a total estimated cost of £247k, to be funded from developer contributions (£168k) and Southampton Transforming City Funds (£79k).
3. That authority is given for the conversion of footways to shared use cycle/footway under Section 65/66 of the Highways Act 1980, as set out in the appendices to this report.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit motor vehicles from the superseded length of C40 Anmore Road between its junction with B2150 Hambledon Road and a point (varying in length) 47/55 metres south-east thereof (i.e. where it will meet with the realigned length of Anmore Road once it has been constructed). Pedal cycles will be exempt. All measurements are approximate.

That a traffic order be implemented in accordance with the relevant sections of the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to extend the existing 30 miles per hour speed limit (by virtue of a system of street lighting) for approximately 110 metres east of its existing point 198 metres east of its junction with Marshall Drive (existing 40 mph speed limit).
