Decisions made

To introduce a seasonal structure for daily parking charges at Country Parks, with higher charges in peak months (April – September), and lower charges in off-peak months (October – March). This is to come into effect from 1 March 2020, with the exception of River Hamble Country Park, which will change its charging structure in line with the installation of the new car parking system (estimated 22 April 2020).

1.1. To increase the daily admission and annual membership prices from 1 March 2020 as set out in the Decision Record

1.1. That the Assistant Director (Property and Facilities) approve the procurement and appointment of an landscape contractor from the Landscape Framework to undertake a scheme of landscape and ecology planting/mitigation works and subsequent maintenance over a 5-year period in relation to part of the Manydown North site, in accordance with delegation afforded under Standing Orders

That a traffic order be implemented in accordance with the relevant sections of the Road Traffic Regulation Act 1984, the effects of which will be to extend the existing (by virtue of street lighting) 30mph speed limit between a point 35 metres south of its junction with Winchester Street and a point 150 metres south-east thereof.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to vary The Hampshire (East Hampshire (Various Roads, East Hampshire)(Parking Places and Prohibition of Stopping, Waiting, Loading/Unloading and Clearway) Consolidation Order 2012 by the addition to Schedule 2 of the following lengths of no waiting at any time:
Hudson Road:
1. West side - for its entire length, an approximate distance of 79 metres.
2. East side - for its entire length, an approximate distance of 77 metres.
3. North side - for its entire length, an approximate distance of 12 metres.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to implement a 40mph speed limit (existing 30mph) on the following lengths of road at Bordon: Louisburg Avenue (A325) between its roundabout junction (including the circulatory carriageway) with Farnham Road (A325)/Camp Road (B3002) and a point (on Louisburg Avenue) 112 metres south-west of that junction, an approximate distance of 267 metres.
This order will also revoke and re-enact the provisions contained in an existing order save for the change above and minor changes to descriptions for clarity. To correct an anomaly, the description for Forge Road at Kingsley will be amended - there is no change to the existing speed limit.

To temporarily close all Library branches for a staff briefing relevant to the Libraries Public Consultation and future strategy.
Central– the briefing will take place at Winchester Discovery Centre on Thursday 16 January between 09:30-11:30. All central area branches will be closed until midday on this day.
North– the briefing will take place at Basingstoke Discovery Centre on Friday 17 January between 09:30-11:30. All northern area branches will be closed until midday on this day.
West– the briefing will take place at Hythe Library on Tuesday 21 January between 09:30-11:30. All western area branches will be closed until midday on this day.
East– the briefing will take place at Waterlooville Library on Wednesday 22 January between 09:30-11:30. All eastern area branches will be closed until midday on this day.
South– the briefing will take place at Gosport Discovery Centre on Friday 24 January between 09:30-11:30. All southern area branches will be closed until midday on this day.

1.1. That approval is given to the allocation of £175k from the Policy & Resources repairs and maintenance in year reserve budget to cover the costs of the works required to install interim propping to support the failed glulam beam at Thornden Hall until the permanent repair can be effected by the school and dismantle and demobilise the existing temporary works from the site.

That the proposed transactions be approved on the basis of:

a) Up to £25,000 for lease/rental costs
b) Up to £250,000 for sale or purchase capital cost.

That the proposed transactions between £100,000 per annum and £250,000 for capital values as shown in the Schedule.

That the proposed transactions be approved on the basis of:

That the Director of Environment Transport and Economy and the Director of Culture, Communities and Business Services authorise the Head of Law and Governance and Monitoring Officer to execute and enter into the Grant Funding Agreement for the Botley Bypass/Uplands Infrastructure project under Homes England Housing and Infrastructure Marginal Viability Fund programme, in accordance with delegations afforded to them under the County Council's Constitution.

That a traffic order be implemented under the Road Traffic Regulation Act 1984, the effects of which will be to introduce no waiting at any time on the unnamed road into the new retirement village at Friary Meadow, Cartwright Drive, Titchfield, Fareham and into the new car park leading off this new road.

That a Traffic Order be made under the Road Traffic Regulation Act 1984, the effect of which will be to impose a 40mph speed limit (existing national speed limit) on the length of A32 Garrison Hill between a point 70 metres north of its junction with Sheep Pond Lane and a point approximately 470 metres north of that point.
