That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to vary The Hampshire (Marine Parade East and West, Lee-on-the-Solent) (On-Street Pay-and-Display Parking Places) Order 2022 as follows:

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to impose new 30 and 40 miles per hour speed limits at Steep as follows:
(i) 30mph
C18 Stoner Hill between a point 12 metres south of its junction with the southern access road leading to Ridge Farm and a point 182 metres north of that point.
(ii) 40mph
C18 Stoner Hill between a point 30 metres south of its junction with Ashford Lane and a point 378 metres north of that point.

That the Director of Children's Services approves the Connect4communities Grant Awards 08.06.2022. The community grant fund forms part of Hampshire County Council’s Household Support Fund. A fund of £300,000 has been made available to organisations that wish to support members of their local communities who are experiencing food and fuel poverty, particularly in rural areas. Use of the grant fund will enable a flexible and responsive approach to addressing local needs as and when they are identified, in accordance with the Department for Work and Pensions’ guidance.

That three experimental traffic regulation orders (ETRO) be implemented under sections 9 and 10 of the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit motor vehicles at the sites described in column 1 of the table below during the hours specified – the ETROs will be in effect for a period of 18 months and each will contain specified exemptions:

That three notices be published in relation to variations to the on-street and off-street parking charges in Gosport, Test Valley and Winchester as follows: Please see Decision Record.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to amend existing and impose new speed limits in Fareham and Gosport as follows: Please See Decision Record

1. That the Director of Economy, Transport and Environment, in consultation with the Executive Member for Highways Operations, approves the recommended applicant assessment from Round Two of funding and grants permission to notify all successful applicants of the outcome.
2. That approval be given to allocate a further £89,891 of Department for Transport’s (DfT’s) Active Travel Fund (ATF) assigned to the Workplace Cycle Parking Grant and E-Bike Loan scheme, as detailed below. This will bring the total forecasted spend to £178,802 to cover Round One and Two of funding. The additional spend will be covered by the reallocation of funding from the wider ATF programme.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to consolidate The Hampshire (Various Roads, Headbourne Worthy and Kings Worthy) (Restricted Road, 30 and 40 Miles Per Hour Speed Limit) Order 2016 with no change
of substance save for minor descriptive changes including of a small section of 30mph to Restricted Road status (30mph by way of a prescribed system of street lighting) on Wellhouse Lane, between a point approximately 260 metres south-west of its junction with School Lane and a point approximately 200 metres south-west of that point.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit southwest bound traffic along A30 Winchester Road from performing U-Turn manoeuvres through the opening within the dividing central reservation at the new development access road in Kempshott so as to proceed in the opposite direction.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to consolidate and regularise the existing prohibitions of U-Turns & Right Turns, and to encourage highway users to perform U-Turns at safer and more appropriate locations such as at the Segensworth; St Margaret’s, and Titchfield
Roundabouts.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to amend The Hampshire (School Lane / Farnham Road, Sheet, Petersfield) (Prohibition of Right and Left Turns) Order 2021, the effect of which will be to add the word “motor” before the word “vehicle” in article 2 thereof – this will mean pedal cycles are exempt from the restriction.

That a Traffic Order be made under the Road Traffic Regulation Act 1984 (RTRA), the effect of which will be to impose an extension of the existing 40mph speed limit (currently 50mph) northbound for a further 100m on B3420 Andover Road/Andover Road North. A revised length of 710 metres.

1. That the Director approves the updated details of the Whitehill & Bordon GGGL: Whitehill Village Hall Shared-Use Pedestrian and Cycle Route - C114 Petersfield Road Controlled Crossing, as set out in this paper, as an addition to the scheme detailed in the Whitehill & Bordon GGGL: Whitehill Village Hall Shared-Use Pedestrian and Cycle Route Officer Decision Day Report dated 16
December 2020.
2. That the Director gives approval to procure, spend and enter into necessary contractual arrangements to implement this scheme, at a total estimated cost of £455,000, to be funded from Developer Contributions.

To consider a report of the Director of Children's Services, to provide feedback on the Public Notice Period and agree final decision on the future of Hatherden Church of England (Aided) Primary School, Andover.

To consider a report of the Director of Children's Services, on the Children's Services Capital Programme following the UK Governments' funding announcements. It also updates on the revised 2022/23 capital programme and new projects identified for 2022/23 - 2024/25.

To consider a report of the Director of Children's Services, for anticipated spend against the new SEN discretionary spend framework covering tutoring, mentoring, activities and alternative education.

To consider a report of the Director of Children's Services to provide feedback on the Public Notices in relation to the:

Proposed expansion of Norman Gate School, Andover.

Proposed Resourced Provision at Pinewood Infant School, Farnborough

Proposed satellite extension of Henry Tyndale School, Farnborough, utilising accommodation at the former Park Children’s Centre, Aldershot, and to seek approval to proceed.

That delegated authority is given for the County Council entering into all of the necessary documentation to give effect to the transfer of interests on the basis set out in the report to and in accordance with the delegated approval given by the Executive Member for Policy and Resources at its meeting of 26th April 2022.
