The purpose of this report is to consider the recommendations to the County Council to approve the revenue budget, precept and council tax for 2025/26. It also provides an update on the review of the Council’s Core Purpose and the written feedback from the Independent Panel as well as updates on work underway to address the budget gap. A further set of savings proposals are presented for consideration.

Consultation process
Feedback from businesses on the Council’s 2025/26 budget will be sought through the Hampshire Chamber of Commerce. A broad consultation exercise was undertaken over summer 2023 to gather stakeholder views on the Council’s approach to balancing the budget to 2025/26. The additional savings proposals presented for consideration will be subject to further consultation where appropriate.
